NergyTelecom PC-to-Phone service can be used from any computer connected to internet (minimum connection speed - 28.8 Kb/sec; 40 kbit/sec is recommended for a very good quality.). They a based in Paris and have a free soft phone that you can download. They do have, however, 6 second billing increments with a 30 second minimum. If you connect to the net with a 28.8 dialup modem and want inexpensive international calls this is still a good option if the clarity is there and the latency is not a problem at that speed.

Their free softphone is intuitive. Just enter and save your PIN code in the dialer. The PIN code will be provided to you when you sign up. If you are behind a firewall ports should be opened on your network in order to allow PC-to-phone service to connect with Nergy Telecom's switch. They use port 1720 and UDP ports from 5000 to 6000.

Their web dialer displays "BOSaNOVA Link and Talk is loading" and can only be used by those with a valid NergyTelecom account. It is a nice feature. They also offer you these nice features:

For Internet telephony rates we use the average US benchmark of 0.029 to determine cost effectiveness of service plans. NergyTelecom has a rate of 0.035 for the US, with 6 second billing and a 30 second minimum. This is slightly higher than the average. NergyTelecom is welcome to post a reply if rates or services change. We would like to see the 30 second minimum disappear, putting them on par with providers that have no minimum and one second billing. Having said that, one must remember that savings are great at NergyTelecom's rates. If you fund a account for $10 (USD) it will take a long time to exhaust the account.
