Microsoft announced in late August 2005 that it has purchased a small Internet calling start-up called Teleo, as part of a move to expand the capabilities of MSN Messenger

Windows Messenger, available from Microsoft, has built in SIP telephone ability. We have not tested it nor do we plan to. If you want to use it you must use Version 4.7 for Microsoft XP, or version 4.6 for Microsoft 2000/98/ME
