Download Rapid Link Soft Phone and you can turn any PC or laptop into a full-functioning telephone. Whether you use their soft phone or a regular phone you'll also get more features included, like Call Waiting, Call Forwarding, Call ID with Name, Voicemail, 3-Way Calling, and More.
They are set up somewhat like Vonage, but much less expensive. Plans start as low as $6.95 per month. The company offers specials and discounts for the U.S. military and has done so for eleven years.
Signup includes the first month for free, and you can do wireless messaging for a small extra charge for those that want additional organization. Send and receive text messages to one or many people at once. Blackberry is mentioned but the future of RIM's Blackberry is uncertain at this time.
Their site appropriately says "As an added bonus you can make and receive calls on your phone number when you travel or move. If you are staying in a hotel in Europe or just at a family member's home, you can make and receive calls where ever you have access to High Speed Internet. College bound children and business traveling spouses will benefit from this."
The Rapid Link website is here. We did not test their service but their support of the military did attract our attention. A servicemember away from home and loved ones is a person far from home regardless of what country they fight for or who's military the belong to. We are not political when it comes to worldwide Voip communications.

This allows you to connect your home/office phone line and fax line (or second phone line) to your High Speed Internet connection and make/receive calls using VoIP.
Regarding South Africa and Voip their website says "With its initial function to be a support office to agents and resellers in Africa, the Rapid Link office in Rosebank, Johannesburg has been in operation since 1997. Due to the ever-increasing demand for cost-effective international dialing services, the decision was made in 2002 to not only offer support to various stakeholders, but to also sell direct to corporate customers under the Rapid Link banner."
